DOE will also evaluate the effects on manufacturers and will employ an altered industry cash flow model modified to fit this particular product to calculate manufacturing NPV. DOE will also examine the impacts of these plans on small-scale businesses as well as other subgroups of manufacturers to identify those that may be disproportionately affected.
